Create 1.4 PDF with Framemaker / Distiller 11

System: Windows XP SP3

In our office we have a small problem. We want to create PDFs with the
version 1.4.

We are creating those PDFs from the Framemaker and use the Distiller (both
are the newest versions).

I can't understand why it doesn't work, if I take the created PDF (1.6) and use the Distiller again to convert, it works.

But from Framemaker direct it doesn't work.

Please help me
