Highlighting and copying parts of others' pdfs is not always possible. Why and what to do?

That's the question.  I just got a public PDF from the US State Dept and I can't copy parts of it, like to feature it on a Twitter or relevant post. What version of Acrobat Pro will do this -- working on macbook pro with 10.6.8
