placing images into Acrobat Professional document

I have a PDF document that I created in Acrobat Professional (Mac) that has images already placed in the pdf. I would like for the end user, that will be using Acrobat Professional (PC), to be able to select those images and replace that image with another image at their discretion. The {Advance Editing>Touch Up Object Tool>right click mouse>place image} function I know will do this, but does not retain the original clip of the original image, (it just drops the image in that area as actual size of it. Basically this PDF should act as a template for end-user to manipulate. Any help will be greatly appreciated.

 

First image below is what Im trying to do.

Second inage is what is happening. Will only let me scale that image down proportionally but nothing more.
