Redaction question

I have the following problem. I have to remove the content of some pages (sometimes part of a page) from a PDF dcument that has been created with InDesign CS6. The text frame of the InDesign document overlaps a master page item and the end result looks like this:

Now, I would like to redact the text, but leave the background visible. But if I redact the text, I get (white chosen as color):

A piece of the background is gone too. I understand this, but I was wondering if there is a smarter way to redact such that only the text is removed?

 

Incidentally, I have also seen this happening:

Nothing was redacted in that area, but somehow Acrobat Pro decided to make the frame non-transparent.

 

I cannot use InDesign's conditional text here for other reasons (not relevant to this question).

 

So, is there a smart way. I have been looking at redaction colour, but I cannot choose a transparent colour to replace what I have redacted away.

 

I have been thinking about using layers, but I have no idea how those work in InDesign or Acrobat.
