Many PDFs I download from the net have no TOC bookmarks so I naturally want to create a TOC automatically. There is the 'New Bookmarks From Structure' option that does this but it is greyed out for about 99% of the PDFs I have. Why is this greyed out for some documents but not others? How can I fix the documents that cause this to be greyed out? NB: these documents have no protections so that is not the issue.
